Dr. Umesh Sharma, (Secretary) is currently serving as Librarian at Maharaja Ganga Singh University, Bikaner. With over twenty years of professional experience in the field of Library and Information Science, he has developed expertise in library automation, digital library services, e-resource management, and research support. He holds an M.Phil. in Library and Information Science from Vikram University, Ujjain, and is qualified for UGC-NET and JRF (2010). He also holds postgraduate degrees in Library Science and Sociology, along with certifications in Russian language and computer applications(DOEACC "O" Level).

He has published over 21 research papers in reputed journals such as Granthalaya Vigyana and IASLIC Bulletin, COLLNET and has contributed book chapters on sustainability practices in libraries and academic ethics. He has co-edited volumes of professional journals and received the Best Paper Award at the Indian Library Association Conference in 2023. He is a life member of the Indian Library Association, IASLIC, and regional LIS societies in Rajasthan.
